так эти правила с каких времен? Наверное ФЭД еще ввел я помню в студенчестве стоял на вышках с карабином по ночам, ну вот инструктаж такой же был. В начале в воздух потом в цель.

Мягкость правил компенсируется их несоблюдением.
И вообще забавно что еще кто-то верит в российские правила и законы.
Населению объявляют как надо, однако как правило в действительности все происходит совсем по-другому

Ликвидация человека, напавшего на прохожих в Сургуте с ножом, была запечатлена камерами наблюдения.

Накануне картина финальных моментов погони со слов представителя управления МВД по ХМАО Софьи Юсиной выглядела иначе: "19 августа в 11 часов 40 минут в дежурную часть УМВД России по городу Сургуту от очевидцев поступила информация о том, что на улице Бажова неизвестный мужчина в маске наносит ножевые ранения прохожим. На место происшествия прибыл ближайший наряд ППС. При задержании гражданин оказал сопротивление полицейским. Сотрудники полиции предупредили злоумышленника выстрелом в воздух. После чего ликвидировали его".

A man has been shot and is in a critical condition after reportedly attacking soldiers in Brussels with a machete.
Neither of the two soldiers attacked are believed to have been seriously harmed. Belgian media reports suggest one was injured in the head and the other in the hand.
Images showed paramedics at the scene, accompanied by a heavy police presence. The soldiers were on patrol at the time of the stabbing.
The attack took place in Emile Jacqmain Avenue in the centre of the Belgian capital. Witnesses said the suspect shouted "Allahu Akbar" before the attack but Belgian prosecutors said he was not known to have links to terrorist groups.
Police have sealed off the scene of the incident.
Belgian Prime Minister Charles Michel tweeted: "All our support is with our soldiers. Our security services remain on alert. We are following the situation closely.

Buckingham Palace is reported to be on lockdown after witnesses said a man attacked a police officer with a knife.
Images posted on social media showed a heavy police presence at the scene and a cordon around an area of The Mall in front of the palace.
Two male police officers sustained minor injuries while detaining the suspect on suspicion of grievous bodily harm and assaulting a police officer. No one else is reported to have been injured.

Initial reports suggested the man had been armed with a sword but the Metropolitan Police described the weapon as a knife.
The attack happened minutes after a similar incident in Brussels in which two soldiers on patrol were injured by a man reportedly wielding a machete.
A spokesman for the Metropolitan Police said: "A man has been arrested on suspicion of grievous bodily harm and assault on police.
"The man was stopped this evening at approximately 8.35pm by officers at the Mall outside Buckingham Palace in possession of knife.
"During the course of detaining him, two male police officers suffered minor injuries to their arm.
