Assuming site runs JSP and client is browser supporting java script.
Each page on the site will have "spy" to send AJAX short messages every 15 seconds indicating that client (browser, not necessarily person) playing particular page.
On the server side you will have some code running in background and collecting statistics from the "spys". When criteria met (10 minutes violation) then another pice of code will notify master (you) by updating master web page with details or sending e-mail or whatever you want.
