Robert Holmes, vice-president of the BCCLA noted that there were 11 deaths in police custody or pursuit in 2004. In 2005 there were 13 deaths and in August 2007 there were 4 deaths.

Ryan Snopek, 30, had been arrested by the RCMP at a New Year's Eve party in Cranbrook. The next morning, he was found dead in an RCMP holding cell.
Police conducted an internal investigation and Crown counsel chose not to lay any charges.
Ryan's uncle, Creston Mayor Joe Snopek, said the family thinks the death should have been investigated by an independent civilian organization.
"I still think it should be a public board that investigates RCMP actions to get an unbiased perspective on it. I just have, I guess, problems when we have RCMP officers looking at other RCMP officers in these types of situations."
Snopek's family was told he died from a brain hemorrhage, which was the result of a fractured skull.
They want to know how his skull was fractured, but nine months later they are still waiting for answers.
"Sooner or later, you want to clear it up in your mind, so you can sit back and say, 'OK, that's what happened,' " said Joe Snopek.
RCMP stopped move to hold outside investigation
There is a Commission for Public Complaints Against the RCMP, and it was asked by the B.C. Civil Liberties Association to investigate Snopek's death.
But the RCMP stopped that investigation, saying it would duplicate an inquest the B.C. Coroners' Service will hold in the coming months.
There has been mounting pressure in recent months for independent reviews of in-custody deaths in B.C. following the shooting of a young Houston, B.C., man by an RCMP officer a year ago.
The RCMP conducted an internal investigation into the death of Ian Bush, but no charges were laid. B.C.'s Criminal Justice Branch says the evidence suggests the officer acted in self-defence.
