Online service to help buyers avoid autos with liens or crashes

ICBC is offering a free online service to help used-car buyers avoid getting ripped off.
Any damage to a vehicle that has been claimed through the Insurance Corp. of B.C. will show up in a status report, said ICBC spokesman Adam Grossman.
"It will give you the current status of the vehicle," said Grossman. "It is a really good starting point when buying used."
The search service started on Monday on icbc.com. It works by entering the vehicle model, year and vehicle identification number.
Buyers are provided with the status of the vehicle -- salvage, rebuilt, altered or normal.
Customers can also get detailed information on a vehicle's registration, crash and lien history through the existing vehicle claims history report and a CarProof Verified B.C. report.
Used-car salesman Hector Premji, who works at Al Premji Enterprises Ltd. at Fourth Avenue and Main Street in Vancouver said the service is something used-car dealers have been using in the past for a fee.
"The public needs to know the full history of the vehicle," he said. "This is a great way to get information on that vehicle."
The new vehicle status search was introduced following a lengthy investigation by ICBC that uncovered serious concerns about its Burnaby-based repair and research facility more than a year ago.
A complaint about an accident-damaged Porsche Boxster that was rebuilt and sold by the facility without proper disclosure launched the internal review at ICBC.
The review, following the initial complaint in January 2007, found the facility had rebuilt and sold five other accident-damaged vehicles without disclosing the full extent of the repairs in the paperwork.
Three of the five vehicles had been bought by ICBC employees, suggesting a significant level of involvement by corporate insiders.
ICBC has not made public what disciplinary action has been taken against those involved.
