METRO VANCOUVER -- The City of Richmond is shutting down a massage parlour for one month for offering clients what police allege was more than a rub-down.
City council has suspended the business licence of Atlantis Relaxation, at 140 - 8080 Leslie Road. The suspension runs from April 9 to May 9.
Coun. Evelina Halsey-Brandt said she feels the business got off easy, given that this is the parlour's fourth bylaw infraction in less than two years.
"I actually wanted to take their licence away," she said.
Shu Wei Sun and Lucy Lu, the massage parlour's owners, managed to rack up three prior fines in less than two years.
The city's body rub regulations have restrictions aimed at preventing masseuses from getting naked with clients. The three prior fines relate to bylaw infractions in which masseuses were found in various states of undress.
On Nov. 7, 2009, RCMP paid a call to the massage parlour and found what they described as a naked East Indian man in a room with an equally naked Asian female. They also found a Lifestyles condom wrapper.
The customer told police he had been charged $50 for a 45-minute massage and $140 for what Halsey-Brandt described as "services that are not covered under any licence category."
Neither Lu nor her husband were at a special hearing Tuesday, but their lawyer, William Lim, pleaded ignorance on their behalf in a letter to the city's chief licence inspector.
"The two directors came from China and started to operate the business without much knowledge of the bylaws and rules of the City of Richmond," Lim wrote.
"The directors did not take seriously the nature of the violations and considered these violations and fines a part of doing business. That was the prevailing attitude thinking that doing business in Canada was identical (to) that in China."
That's a refrain city council has heard sung over and over in recent years from massage parlour and karaoke bar owners, who often plead ignorance for repeated breaches of local bylaws.
"How can you operate a business and claim you don't know what the rules are?" Halsey-Brandt said.
"They keep using the same excuses - don't understand the language, don't understand the rules."
