Почти все ответы на вопросы по поводу подводной охоты в Канаде и, в частности, в ВС можно найти на сайте Fisheries and Oceans Canada. Подводная охота и Канаде не запрещена, но очень сильно регулируется правительством. Правила отличаются между провинциями. Нужно только интересоваться и много читать. Я написал пару лет назад в DFO в Виктории и вот что мне ответили:
On page 9 of the2008-09 Freshwater Fishing Regulations Synopsis (
http://www.env.gov.bc.ca/fw/fish/regula ... 008-09.pdf), it says:
"spear fish… means to fish with a spear or an arrow that is propelled by a spring, an elastic band, compressed air, a bow or by hand. No spear fishing for ‘game fish’ (see definition, page 96) or salmon, except burbot may be spear fished in Regions 3, 5, 6, 7 and 8. No spear fishing of any kind in Region 1.”
This means that:
o There is no spear fishing of any kind in Region 1 (Vancouver Island Region).
o There is no spear fishing for game fish and salmon anywhere in B.C.(see the list of fresh water game fish on page 96 of the Synopsis).
o Burbot (a game fish) can be spear fished in regions 3, 5, 6, 7, and 8.
o Spear fishing is allowed for non-game fish (non-game fish include carp, bullheads/catfish and sucker fish).

Freshwater game fish are any species that have an established daily quota ins.58 of the B.C. Sport Fishing Regulations (
http://laws.justice.gc.ca/en/showtdm/cr ... SOR-96-137).These fish are listed on p. 96 of the Freshwater Fishing Regulations Synopsis.
• Rainbow trout
• Steelhead
• Cutthroat trout
• Brown trout
• Dolly Varden
• Bull trout
• Lake trout
• Brook trout
• Lake whitefish
• Smallmouth bass
• Kokanee
• Arctic grayling
• Burbot
• White sturgeon
• Black crappie
• Northern pike
• Yellow perch
• Walleye
• Goldeye
• Inconnu
• Crayfish
Fish species excluded from this list are therefore not considered game fish.

Т.е. из сказанного выше следует, что можно свободно охотиться на карпа и сакера в регионе озера Оканаган. А карпа там навалом и охота на него очень даже интересная. В летние месяцы эта рыба очень подвижная и близко к себе не подпускает. Поэтому арбалет должен быть не менее 75 см.
А вот что мне ответили из Виктории по поводу охоты в солёной воде:
1. Spear fishing by SCUBA divers is permitted in saltwater.
2. Spear fishing is not permitted for the following species: Salmon, trout, char, sturgeon & most species of shellfish.
3. Around Saltspring Island & Sunshine Coast, there are a number of Rockfish Conservation Areas, where no fishing (including spear fishing) is permitted. These may be viewed on our website

4. At this time, rockfish and lingcod are closed and expected to open June 1. Species which can be harvested in open areas at this time are Greenling, halibut, sole, flounder, perch.
Т.е. нужно опять-таки внимательно читать regulations, знать границы Conservation Areas и всё будет в порядке.
