The President’s proposed 2012 budget, released publicly this week, suggests charging Canadians $5.50 to enter the country by air and sea to help pay for security checks and inspections at the nation’s airports.
The small fee, which does not apply to people crossing land borders, is already charged to most international travellers to the United States, but a 1997 exemption allowed travellers flying in from Canada, Mexico and the Caribbean countries to avoid paying the levy.

Prime Minister Harper was more measured in his criticisms, saying the inspection fee is not a “useful” way to raise revenue but also acknowledging Washington’s dire financial context.
“They’re running deficits down there well over a trillion dollars a year,” Harper said. “Some 40 per cent plus of the American spending is financed by borrowing. These are enormously challenging figures.”
More squawking still if precisely what Canadians should do to have any hope of escaping the proposed tax, said Christopher Sands, a senior fellow at the Hudson Institute.
“It is important for Canadians to raise the alarm. Any time a new tax is proposed, Congress waits to see who squeals the loudest. So this is the moment to make noise before it’s too late,” said Sands.
“Americans who come to Canada will have to pay it when they fly back and that includes me. But mostly this will fall on Canadians because that’s about three-quarters of the cross-border flow,” he said.
