The number is hijacked to call others and gain information

VANCOUVER (NEWS1130) – A warning about a new phone scam making the rounds.
There have been several complaints of scammers hijacking the home phone numbers of unsuspecting people to cheat others.
The scammers are picking the number at random and calling unsuspecting people, telling them they’ve won a prize.
But the number that shows up on the call display is that of an innocent person, like Eleanor Masecar.
“I just would have assumed your telephone number is a little more secure. It’s not, they can just randomly make a call based on your personal information,” she says.
Mounties showed up at her home asking questions about who she had called and when.
The scammer will usually phone and say they’re calling from Telus, a bank or even an airline.

Побыстрее бы что ли арестовали уже засранцев этих.

The commentors so far seem to be misunderstanding the problem. This is not about hardware. Telemarketers have been doing this for years: they pick your number at random out of a hat, and program it into their auto dialers as being the originating number. This used to be impossible, but modern telephone technology allows this. Because most of them are not even calling from Canada, and because your service provider cannot trace these calls with a “spoofed” identity, we are indeed at their mercy. Having said that, telemarketers and spammers would not exist if 100% of us refused to buy from them or participate in their offers. In my perfect world, it would be a crime to say yes to a spammer or telemarketer.

С точки зрения провайдера (сотового), всё классно. Больше звонков, больше эфирного времени, больше прибыль. Поэтому они совсем не спешат что-нибудь с этим делать.
