The Harper government reintroduced its copyright bill in the House of Commons Thursday indicating it hopes to enshrine it into law by Christmas.

Bill C-32, the Copyright Modernization Act, seeks to put more teeth in copyright laws for those who make software, movies and other creative works, while at the same relaxing some of the more outdated provisions.

"Canadians will soon have modern copyright laws that protect and help create jobs, promote innovation, and attract new investment to Canada," Industry Minister Christian Paradis said in a statement.

"We are confident that this bill will make Canada's copyright laws forward-looking and responsive in this fast-paced digital world."

Here's what the bill will mean for consumers:

The law will legalize everyday consumer practices, such as using a personal video recorder to record a TV show for later viewing or copying music from a purchased CD to an MP3 player. These are not allowed under the current law.

Bill C-32 would make it legal for consumers to make a back-up copy of content to protect against loss or damage.

The law includes a YouTube provision where users can take content and "remix" it for non-commercial purposes.

Libraries will no longer be required to deliver interlibrary loan material in paper form. Electronic desktop delivery of materials such as scholarly or scientific journal articles will be permitted.

The legislation will include provisions that make it possible for copyright enforcers/holders to demand ISP (your address) information from Internet providers, like Rogers or Shaw, when they suspect a customer may be involved with illegal downloading.

Under the law, Canadians will not be allowed to break digital locks, even if it's for personal use. This includes picking a lock on a DVD purchased overseas to watch at home or to transfer a purchased e-book to read on another personal device.

Individuals found violating copyright law could be liable for penalties between $100 and $5,000, which is below the current $20,000 maximum.

Three Canadian internet service providers have until the end of Monday, Sept. 12, to hand over the names of customers suspected to have illegally shared The Hurt Locker movie online.

"What makes this a particularly noteworthy case is it's the first big peer-to-peer copyright litigation in Canada in a number of years," said Michael Geist, a law professor at the University of Ottawa who holds a Canada Research Chair in internet and e-commerce law.

Geist said under existing Canadian copyright law, defendants could be liable for up to $20,000 in damages.

Bell, Cogeco and Vidéotron received a federal court order Aug. 29, signed by Judge Michel Shore, ordering them to provide the names and addresses of accused customers within two weeks. The customers in question are linked to internet addresses called IP addresses that are alleged to have been used to illegally copy and distribute the movie using peer-to-peer file-sharing applications.

The court order was requested by Voltage Pictures LLC, which owns the copyright for the Oscar-winning 2008 film about a U.S. bomb disposal squad during the Iraq war. The company has launched thousands of lawsuits against individuals in the U.S. alleged to have pirated the movie. According to the court order, Voltage wants the customer names from Canadian ISPs in order to notify them of their Canadian lawsuit and add them as defendants.

Класс! т.е.если человек лечится от алкоголизма, то ему бесплатно водку дают? А если от курения - то бесплатно сигареты?

По-моему, решение принято правильное и мудрое. Лучше знать всех, кто болен и пытаться их вылечить, чем агульно все запретить и пустить дело на самотек.

Ну в этом случае верна старинная пословица - горбатого могила исправит... Наркозависимость в любой форме не лечится.
Тут как-то ссылку публиковали - фонд от наркотиков - там я прочитал заметку мужика - "вот еще один выпуск из нашего центра - мы подарили выпускникам по крайней мере год жизни" - т.е. неяное признание, что лечения в среднем хватает на год-два...

Наркозависимость лечится. Поезжайте в город Вилейка Минского района, там в церковном хоре поет парень по имени Володя. Посмотрите на его руки, следы от уколов должны быть еще видны.
Если из сотни больных вылечат хотя бы одного - уже хорошо. А потом, люди просто под присмотром. Если все запретить они разбредутся и рано или поздно придут к Вам в дом.
