Dear Ministers,
I am writing on behalf of Canada’s retail industry to call upon the Government of Canada to take all necessary steps to avert strike action and/or lockouts at Canada’s West Coast ports. Industrial action preventing the unloading of inbound shipments would have a severe negative impact on the consumers we serve, essentially every Canadian, along with our workforce of over two million.
Our industry has watched with mounting concern as talks broke off between the International Longshore and Warehouse Union (ILWU) and the British Columbia Maritime Employers Association (BCMEA). With the cooling-off period having now expired, we are increasingly concerned by the prospect of either a strike or lockout.
You will appreciate that consumer goods and agri-food represent the largest share of Canada’s $135 billion+ (2018) in imports from Asia. Our members are also concerned about the broader impact on the Canadian economy and employment of disruption both to the non-retail share of imports and to $65 billion+ in Canadian exports to Asia.
While there may be some limited capacity to route import shipments through U.S. West Coast ports or through East Coast Canadian ports, these alternative routes cannot handle the added volumes of cargo currently shipped through Canadian West Coast ports, notably Port of Vancouver and Prince Rupert.
Retail Council of Canada (RCC) notes that our members have only recently endured the Canada Post strike of Winter 2018, which caused significant damage to our industry until the passage of Bill C-89. Simply put, our industry is not equipped to absorb the impact of a second major labour disruption in Canada’s transportation infrastructure within such a short period.
