The fix is to go to Control panel/ Programs and features then click on View Installed updates and look for KB2859537 and uninstall. This will reboot your PC.
но хотелось бы что нибудь более постоянное???

нашел как спрятать напоминания об этом апдейте
Hide content To hide updates
Click to open Windows Update.

Do one of the following.

If you have important updates to hide, click the link that tells you important updates are available.

If you have optional updates to hide, click the link that tells you optional updates are available.

Select the update that you want to hide, right-click it, and then click Hide update. Do this for each update you want to hide.

Click OK.
