The following are the most common symptoms of meningococcal infections. However, each child may experience symptoms differently. Symptoms may include:

First, the vaccine does not protect against all the strains of meningitidis ( same as the flu shot) that cause human infection; it does not cover the B strain which accounts for about 1/3 of all the cases , and it does not protect against other bacteria and viruses that can cause meningitis. Second, the vaccine is not 100% effective; some people can still get sick with the bacteria even if they got the shot.

So if you get a bad headache with fever and a stiff neck (the symptoms of meningitis), you should seek medical care immediately, even if you got the shot.

ничего подобного у нас слава богу не наблюдалось, я ж пишу "снижает", а не "снимает" риск. Понятно, что риск все равно есть, тем более, что менингитом можно заболеть просто от травмы головы или даже приема каких-то неправильных лекарств. http://en.wikipedia.org/wiki/Meningitis
Короче бдительность не помешает, конечно, хотя с другой стороны чрезмерная ипохондрия тоже может жизнь отравить.
