Solicitor General Kash Heed announced plans yesterday to outlaw drivers from using hand-held cellular phones, text messaging and portable electronic devices such as BlackBerry handsets.
Should the bill pass in Legislature, a new fine will ding drivers caught making a call $167.
Anyone who gets busted for texts or e-mails will receive an additional three penalty points.
It comes into effect Feb. 1, 2010.
New drivers in the Graduated Licensing Program (GLP) will be forbidden from operating hands-free phones.
Any GLP driver will face a fine and three penalty points will be added to their driving record.
Government plans to roll out an awareness campaign in the coming months.
