вот эта организация занимается лицензированием инженеров в BC.

инженер- регулируемая профессия что бы получить лицензию понадобиться канадский опыт работы (год и более).
у меня есть знакомый в Ванкувере- говорил что инженеры - механики требуются, значит работу найти можно, только получать будете меньше (по-началу) т.к. еще не P.Eng. вот инфа и требования для регистрации на P.Eng.:

What is a P.Eng.?
The P.Eng. designation is a professional licence, allowing you to practice engineering in the province or territory where it was granted. Only engineers licensed with APEGBC, or those practising under the direct supervision of a P.Eng. licensed with APEGBC, have a legal right to practice engineering in British Columbia.
To register as a P.Eng. in British Columbia you will need the following:
Canadian Citizenship or Permanent Resident Status
- otherwise please refer to the Non-Resident Licence Page
Acceptable academic qualifications
A minimum of four years of satisfactory engineering experience.
Completion of the Law & Ethics Seminar requirement
English Language Competency
Successful completion of the Professional Practice Examination (PPE)
Evidence of good character
There are additional requirements if you wish to apply for registration in the Naval Architectural, Marine, Computer, Software, Structural, Environmental, or Integrated Engineering disciplines.
