Personal Skills убрать, добавить SUMMARY OF QUALIFICATION и перечислить все заслуги, и засунуть туда пару твоих Personal Skills, Education в самый конец поставить перед референсами, последнюю работу расписать минимум на пол-страницы, а лучше больше с указаниями прожекта и его описания, environment итд; (BA) - убрать ... полистай Работа форум, там много писали об этом ...

I'd focus on C/C#. Besides, you don't have projects with Basic/Delphi in your resume.
